Windows 7 Change Win7 from English to Japanese

On my computer there is a clean installed win 7 ulti in English. I need to change this to Japanese, I have already downloaded the Japanese language pack.

How do I change the language? Or, where do I find the instructions? My search did not result in anything useful...
