Windows 7 CoH:ToV parental controls

[Zero2505]

CoH: ToV won't install for me as once it gets to %100 it fails and says the parental controls won't let it install. I am the admin and never have turn on the parental controls before, hack, I never even bother going their until now. I have try running the game as admin and even setting it to win xp sp2&3 and still no luck.
