Windows 7 CPU speed stuck at 800Mhz

According to my CPU frequency monitors (Z and Aida64) my CPU frequency is stuck at 800Mhz..

A test of the CPU shows it reaches 3,5 Mhz But it does not go up and down under different loads.
any Ideas please.

CPU intel i74407K. 3500MHz Haswell
Mother Board MSI Z87-GD65
Windows 7

Hi Pete,
try checking the CPU using this app HWinfo64:
http://www.hwinfo.com/download.php

When it opens click the sensors checkbox. If you then watch the figures and open something like the control panel, grab it and move it around. You should see the speed rise and fall. If you don't then check under the advanced power options via the control panel. Usual settings for a cpu is 5% idle and 100% at load.
 
CPU-Z is a nice program, http://www.cpuid.com/softwares/cpu-z.html

You don't have anything in the BIOS? Underclocking? Voltages? Go and make "Preferred defaults", and check it. Clear CMOS, take out the battery, unplug your computer from any current. Take some fifteen minutes of patience. Perhaps get a new battery for CMOS? Then try a ride.

You haven't overclocked your system, at a point of time? That may cause damage.

Check CPU temps as it could be throttling down to avoid a CPU overheat condition.
 
Our mentality is strongly attached to updating and upgrading. Quite often I have noticed that the path to original was the salvation. Basics may be the soil.
