Windows 7 Ctrl + v or c or x not working and its not the keyboard

Hi
As title says my ctrl tab is not working.
Have tried different keyboard & that didn't work.
Running windows 7
Recently update Skype but read it could have been that so uninstalled and loaded older version - same with Kodak printer
I am now back to June restore when everything was working...............but it hasn't fixed my ctrl tab problem!
Anyone go any ideas please

FYI - OSK (on-screen keyboard) works fine & I have also uninstalled keyboard and reinstalled but nothing is working
