It seems the more I delete programs and files, my disc space is still being used up, it is almost 1/2. What would I have to do to reduce what maybe loading on the disc space ?

Solution
My suspicion would be that the system is adding restore points in the shadowstorage. Run this command in elevated command prompt:

vssadmin list shadowstorage

Look for the allocated number. That's what is used up to now. Maximum is what will be ultimately used.
It's worth noting that you need to empty the recycle bin after deleting things for them to be truly marked as free space. Additionally, a great tool to clean un-necessary files is CCleaner which you can get from Link Removed.

Solution
Check the space allocated to system restore and cut it back some. Running Ccleaner is a good idea too. When it asks to backup registry items before deleting select yes, You can manually elete them later when you are sure there are no problems.
