Windows 7 Display Issues

There seems to be a problem with the following configuration:
Radeon X1300 / X1550 Series (Microsoft Corporation - WDDM)
And
Westinghouse LTV19w6
The Display Properties Report Correctly That A LTV19w6 Is Attached. But The Advanced Driver Info Reports That The Following Display Driver Is Being Used "Generic PnP Monitor"
There Seems To Be A Problem With The Combination Of These Drivers And The Actual Hardware. There Are A Great Deal Of Power Management Issues. And A Terrible Feedback Issue That Can Be Described As A Bright White Spot On The Middle That Increases In Intensity And Takes Over The Entire Screen When The Display Should Be Going Into "Sleep/Powersave Mode". The Display Will Not Power Down Correctly, Enter Sleep Mode On Its Own, Or Activate Screen Saver. Windows Reports That There Are No Other Compatable Drivers Available For Either Hardware Device.
Over Time The Display Has Begun To Develop Strange Lines That Can Be Described As The Type Of Display Properties You Experience When The Refresh Rate Is Incorrect On A CRT Monitor. It Is Getting Progressively Worse. Overall I Do Think Windows 7 Is An Outstanding Operating System. There Is However A Problem In This Area.

Seriously Folks. Nobody here has any clue what can be done to correct this?
