dpkg problem reinstall or a system repair?

May Day, Linux system down! Lol...

Seriously though, I didn't do anything and out of the blue my dpkg now gives me great grief.

I've tried to do a thorough web search for fixing issues pertaining to dpkg but all I get is the "how to use dpkg" tutorials.

I bought from osdisc.com a usb installation media with persistence, 32GB for reinstallation/ or clean installation.

Can I use this USB drive to reinstall Ubuntu 18.04 LTS and I'd think that would "fix" the dpkg issue.

I'm throwing myself on the mercy of this court for a verdict!
 
oh wow... I don't have a screen shot but it is an error whereby dpkg says that it cannot change something in a particular package or just packages as a whole and won't make any changes.

is there a terminal command to test and receive feedback to assist you?
 
If it's complaining about a package not completing configuration you can run sudo dpkg --configure -a or provide the actual error message.
 
 
I started having other critical issues. I may have updated the dpkg package or system and it got jacked up.
I reinstalled fresh. Clean install but all my files are safe on my seagate 3TB external USB drive
