Windows 8 Error During Windows 8.1 Pro Installation at 93%: DLL Initialization Failure Solution Needed

Trying to reinstall Win 8.1 Pro with a bootable DVD.
Install failed at 93%.
Error message in screenshot.
What does that mean and how can I resolve it ?

Doesn't matter now.
I have reinstalled Win 8 Pro and I'll work my way back to 8.1
