Windows 7 File sharing will not turn on, I check the boxes but they just change back

I'm trying to setup file sharing between a Windows 7 and Vista. In Windows 7 I go to Network and Sharing Center > Advanced Sharing Settings and check Turn on Network Discovery and Turn on File and Printer Sharing, however whenever I click save settings it doesn't apply. I go back to Advanced Sharing Settings and everything is back to the defaults. I know these are the settings I need to change, I just can't change them. Any help appreciated.

Please crate a restore point first

Try going to Start, > Run, type services.msc. Scowl down the list until you see Function Discovery Resource Publication and stop the sevice on the Winsowqs 7 machine.

Onthe Vista Machibe, stop the Network List Service.

Remember to create a restore pont first.
 
I tried that and then I couldn't see anything on the network. I started the services again and HomeGroup Listener failed to start. This could be the problem, I'm looking into it more.
