Windows 7 Firewire device disconnects momentarily when another is plugged in

I have my firewire audio interface plugged into a firewire 400 pci-e card, and whenever I plug another device into that same card, the interface will disconnect momentarily.

The card isn't supplying bus power at all, so I'm wondering if it's a fault of the card, or perhaps my mobo?

It's a TI card, which is supposedly the most reliable.
