Windows XP freezing upon hardware installation

my windows xp freezes whenever i install a usb and i always have to restart before i can browse. what is possibly the problem?

First of all it would be helpful if you would list your hardware configuration.

I wonder if a port is shorted upon inserting the connector? does each and every USB port do this? I'd also unplug everything and plug in one device at a time.
