Windows 7 Getting err msg when ever any dnload starts?

I am getting Error msg for win 7 using IE 8 - security setting do not allow you to dnload etc...
I have changed internet options but same result.

im sure there is an option you check

go to start

run

type

gpedit.msc

if you go to administrative settings under computer management then all settings, if u left click state and it will re order them into alphabetical order, check if any sayy enabled, if they do just change it bk to not configured,
then do them same for user config , all should say not configured
