Windows 10 How can I insure that a message I generate in Outlook 2016 Rules gets on top of all other windows?

Although I go back 60 years in programming, I'm not a "today" coder. This particular question came up somewhere else, and the "correct" way to do this was to set the owner of the message (whatever that means).

Is it possible for a user to do this "from the outside" without getting into coding?
