How to Format a Write-Protected Hard Drive in Windows 10

Trying to format harddrive but windows 10 wont all me as is right protected

Did you use the Disk management-tool (via run as admin)... And via that remove the partitions, create new, and THEN format the new partitions....
More details would be helpful. You can't format an active boot drive, you can't format something that is read only such as CD/DVD R media
 
The harddrive is one I had in old laptop and I am connecting it with an external harddrive USB enclosure. Using windows 10 on laptop to format it but keep getting notice that its write protected
