Windows 8 How to Run GTA San Andreas Admin Console on Windows 8.1?

So i was like upset.

I downloaded GTA San Andreas and when i download it's Admin Console nothing happens when i run it. and when i troubleshoot it, windows says' The program is made for Windows 7' the file type is unwise.exe
how to run in in Windows 8.1 ?

The game is made for console and will only play in windows if you pack it... forget it.

If you must then get from steam but it won't run on 8.1 or on anything well.
