Windows 7 Icons becoming very frusterating, disapearing?

I am a big fan of Windows7, i really enjoy it.

However recently i have been getting a weird error. When i scroll of my icons (Let's use internet explorer for example) to choose between my several different open pages, alot of the times the window when scrolled over will disapear before i can click on it, so i have to scroll over it several times and click really fast before i actually get the window. I also notice that when this error occurs the page window outline flickers occasionally, as if something were downloading.


I have rebooted my computer several times, and it has not resolved the issue. I remember reading about this issue several months ago.
