can I use restore point to downgrade after I enroll in the windows insider program if I want to go to the commercial version

I believe it depends on how long it's been since going to an insider build. If I recall correctly you only had 10 days to roll back. Should be under Update settings to pull out of the insider preview and under "Reset Windows" should be the option to rollback. If all else fails you'll need to simply reinstall a normal channel Windows 10 build.
