Windows 7 LAN settings blocked, cant access any webpage, proxy error.

Greetings, well maybe someone can hep me with my Lan settings issue, recently my computer blocked the Lan settings, I cant change them or modify them, they just turned gray, and i cant access to nay web page, but i can still use skype or play online.
look at the image, can someone tell me how to solve this problem..
