This is a .NET error, and most likely will have to be resolved by the creator of the software you mention. Just out of curiosity what kind of LED project are you working on? I dabble with Arduino/Pi/Microcontrollers

I am using win 7 and did not tried the software in win Xp is there any chance that it will work if i try to change OS?

I doubt it as it looks like it's an error in the code within the program. You can try running it as Administrator, or in XP compatibility mode, but I think contacting the author and asking about the error is your best bet.
