Since I am the only one using the local computer a disable oftentimes the UAC here in WIn 7.
I am much more worried about unidentifed and unwanted outgoing connections.
So what I need are prompts independently from UAC.
Is there a way (e.g.by using an Addon) to tell the WinFirewall "if you detect a new unknown program which want outgoing/incoming internet access the popup a warning and ask me for further processing".
On the other hand all programs should automatically be able to start and write local files as they want without typical UAC prompts
Is this possible?.
Or is using UAC really to only way of prompting?

Solution
UAC is the only way to generate the prompt. UAC is a highly recommended feature to have on. UAC prevents applications from bypassing it and gaining elevated rights by running the prompt outside of the regular user session.
