Windows 10 My Quick Access Toolbar and Notepad Background become black

Hi, has anyone seeing this issue, please help as I already change the Colors settings in Personalize to Light, but yet the problem still occursLink Removed.

Notepad Background Become Black

Most of the Applications, their background become black,

Due to the dark background, some of the sentences can't be read. See belowLink Removed

Yeah it looks like part of your system is stuck in high contrast mode.

I would right-click on the desktop and select "Personalize"
On the right hand side click on "High contrast settings"

If it's on, turn it off, of it's off turn it on and off again.
