Windows 7 Outlook 2007 stuck on offline

I'm using Outlook on an Exchange account and when I open it, it's offline and won' t go online. Here's what I've done:

Navigated to
1.On the Tools menu, click E-mail Accounts, click View or change existing e-mail accounts, and then click Next.
2.In the Outlook processes e-mail for these accounts in the following order list, click Microsoft Exchange Server, and then click Change.
3.Click More Settings. click Manually control connection state, and then click Connect with the network.
-Same Problem Occurs

-Changed Settings back to Automatic
-Same Problem Occurs

-Ran Outlook /Cleanprofile
-Same Problem Occurs

-No matter how many times I Unchecked Outlook Offline Off
-It always goes back to Offline
 
Go to file menu and uncheck work offline option...if already unchecked then try to load outlook in safe mode...!

Cmd: Outlook /safe
 
This happens every time when I start up Outlook. I click Work Offline to turn it off and it lets me back on. I upgraded from 2007 to 2010 and it's doing the same thing.
