Windows 7 PIN TO missing in context menu

I had to do a reinstall because the reg became corrupt with entries not owned by me and I couldn't change them back - tried everything I could find on the subject.
ANYWAY - now I am missing both the PIN TO functions in the rt clk context menus
In fact, there is nothing on my Start Menu (left) except All Programs and I have thing check to show recent prog etc.

apparently, the "fixes" I tried neglected to tell me to reboot.
it appears to be working now, thx.
I tried three of them so I don't know which one fixed it.
maybe the last one registering the svc??? whatever.
