Windows Vista screen blanker doesn't function correctly

I'm rumbling along with Vista Home Premium, and having the joy of seeing the screen blanker not kick in the way it should.

For instance, "Change when the computer sleeps" ... I can set this for 15 minutes, and it will work ... several times. I can leave the laptop and come back in an hour and the "sleep mode" has not kicked in and consequently the screen is still active.

Any ideas as to how I can overcome this thrilling snag?
