screen suddenly scrolls on its own in various apps

I'm having an issue with scrolling while typing in Excel, Facebook and other apps for no apparent reason. Has anyone else experienced this? Could it be a driver issue or mouse issue? Any suggestions welcome.

Well, it’s not the wireless MS mouse as I switched and the problem still exists. I’m using MS Office 2016 which seems kinda buggy as I’ve had odd problems in Excel since I installed some time ago. But the scrolling also happens when I’m on Facebook. I’ll do some research on both and see if it’s software bug or driver.
