Windows 7 Scroll bar width?

I can't find how to increase the width of scroll bars. This was easy in XP. Anyone have a clue?

Right-click on the desktop, choose personalize, click the Choose Windows Color Link, then the Advanced system settings and click on the scrollbar or select it from the drop-down menu.

That was it, it was buried in the color section.
