I started scan with admin priv.

Windows Resource Protection found corrupt files but was unable to fix some of them.
For online repairs, details are included in the CBS log file located at
windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. For offline
repairs, details are included in the log file provided by the /OFFLOGFILE flag.

I have had same problem. I have had that problem for the last two major updates. Once I do sfc /scannow and told there are errors, I will then run DISM /Online /Cleanup-Image /RestoreHealth and then run sfc /scannow again all in the same command. That usually solves the problem.

I would double check your ISO and re-install Windows again then

Are you running it in powershell. I get it telling me I have corrupt files though it and yet not if I use an admin command prompt.

I had this same problem, turned out to be some kind of malware. It changed my host file, rendered defender inoperable, hollowed my processes and I think it root kitted me. I'm currently waiting on new internet equipment because it got my ipadress and it used the terminal services exploit. I'd poke around if I were you. Look for random temp files, check your host file, Use TCPView and see what it going on Port wise.
