I reinstalled my windows from a Recovery Cd, and i ran sfc /scannow
But it fails and i am worried something is wrong with my windows,
It says "Windows Resource Protection found corrupt files but was unable to fix some of them
Details are included in the CBS.Log windir/Logs/CBS/CBS.log. For example c:\Windows Logs\CBS\CBS.log"
I tried to paste my code here, but its not working, i think there is a limit on how many words i can post
where can i paste online my CBS log so you guys can take a look at it,
not sure if you need the whole paste bin, but is something maybe it would help

I have posted this before, but it I believe it may truly resolve your issue:
How to Repair Windows 10 Issues (Windows Update, Component Store Corruption, etc.) | HackAAPL: Hacking Apple Products
HOWEVER,
If you are having this problem, and it has not resulted from a sudden loss of power to your system, or improper shutdown, you need to seriously consider if you have problems with your hard drive. If it continues even after restoring with DISM, you are most likely dealing with a failing hard disk drive.

I get this error when i do that command:
PS C:\windows\system32> dism /online /cleanup-image /restorehealth
Deployment Image Servicing and Management tool
Version: 6.1.7600.16385
Image Version: 6.1.7601.18489
Error: 87
The restorehealth option is not recognized in this context.
For more information, refer to the help.
The DISM log file can be found at C:\windows\Logs\DISM\dism.log
PS C:\windows\system32>
also that link you sent me is for windows 10,
i forgot to mention it is for windows 7
i don't think its a hard drive because this morning, i installed it on 2 computes, and now i installed it on a virtual machine, to test if it was the computer or hard drive,.
but and they all have the same problems
