Windows 7 Short Text Descriptions for Web Images

On my XP laptop, when I hover my mouse over certain webpage images, (bbc.co.uk for instance), a short text description box appears. Not so with my recent installation of Win 7 32 bit on my desktop. Is there a way to turn this feature on?

I've tried Avant Browser; IE8 and Firefox.
