Windows 10 Some Apps Stopped Working After Windows 1903 Update

Recently updated to Windows 1903, the update process went well but some of my software have stopped working. Photoshop CS6 stuck at "Initializing". I have done the resetting of preferences to no avail. Even re-installed it several times. Same with my Snagit that freezes every after taking a screenshot. When opening the Editor, it freezes too. I tried downloading Jing that I can use temporarily only to find out that it doesn't work anymore too. Would really appreciate your thoughts and suggestions. Thank you very much.
