on my dads computer when he opens the defrag program
it gives the option to defrag

he can defrag the top 3 but the bottom one wont let him defrag it and typing it into any search engine brings nothing

Solution
PBR_DRV is the recovery partition.
WinRE_DRV is the recovery environment. This has recovery tools , such as automatic repair; restore etc. The line of digits is the path to that section.
Neither can be defragged. They are normally hidden folders. I can only suggest that your Dad has accidentally unhidden them and taken ownership. They would not normally pop up in the defrag program
