In the "Cloud First" era at Microsoft, RLS was first introduced in Azure SQL Database, and Data Exposed covered that on the show several months ago (http://channel9.msdn.com/Shows/Data-Exposed/Row-Level-Security-in-Azure-SQL-Database). RLS is feature that enables fine-grained control over access to rows in a table, allowing you to easily control which users can access which data with complete transparency to the application.
