The top screen when I'm on the internet or word anything except the desk top, the top border every 8-10 seconds will blink.(go from blue to white then blue) it's really messing me up when I'm trying to type because everytime it blinks it will stop typing and I have to keep going back over and over again, any ideas?

Is the computer a touch screen?
The monitor could be faulty or (more likely) the plug might have worked loose… I'd beg | borrow a friends and test that using a different one doesn't fix the issue.
Parking the mouse pointer at the top-right or top-left edge can cause a type of shudder with the desktop environment because the computer is expecting you to snap the screen.
