Windows 7 Trouble Installing Microsoft .NET Framework 2.0: Persistent Error Message on Startup

when turning on my computer i get a pop up box with an error message in it. the message states microsoft.net framework version 2.0 is required to continue. this software is available for free download at http://www.microsoft.com/downloads/ i have downloaded it 3 times but i am still getting this message. what do i do??
