Windows 7 Unable to connect to a specific website

Hello
On my computer I am not able to access a specific website and that is paypal
I always get the same errors

In Firefox:
Secure Connection Failed Error code: ssl_error_rx_record_too_long
In Chrome:
Secure Connection Failed Error code: ssl_error_rx_record_too_long
In Internet Explorer:
Error 404
In Opera:
Secure Connection Failed Error code: ssl_error_rx_record_too_long
In Safari:
Error 404



This isn't a browser issue because nobody was able to help me at the mozilla support forums(Firefox is the main browser I use).Obviously there is something in my computer that is blocking me from using paypal
I cleaned my registry.
I ran a full PC scan with security essentials.
I ran a deep scan with malwarebytes.
I ran disk cleanup.
I also checked with some commands in cmd.exe
"ping paypal"- Packets: Sent=4 Received=4 Lost=0
"nslookup paypal"- Server:Unknown Address:My IP pops up
I still can't access paypal
It certainly has nothing to do with my internet,or IP because on another PC with the same internet connection paypal is accessible.

Any solution?

I have found the solution!
It turns out there was an unauthorized edit(most likely by spyware or malware) to my hosts.etc file at
C:\Windows\System32\drivers\etc
I opened the hosts file as a text document and removed the paypal adress+IP/DNS adress that was put in
After which I have regained full access to the website

Tried already,my firewall does allow secure site access.
I also tried to enable access specificly to paypal but it doesn't help
 

I don't know? Can you turn off your firewall and see if you can access PayPal.
 

Wow! I'm out of ideas! How about your AV? What are you using for Anti-Virus?
