Windows 7 Very confusing video card problem.

Until my 9800GTX is RMAed I am using my old Ati Radeon X1300. Unfortunately, windows doesn't appear to be aware that a display adapter is even connected. The device manager says there are no display adapters. I attached a screenshot of my monitor properties window. I simply couldn't explain it if I tried so I grabbed a screenshot. With windows not recognizing my card, I can't install drivers for it, even using the CD that came with it. So now even dragging windows causes lag. What is wrong and how do I fix it? Also you should keep in mind I had the exact same problem when I still had vista.

My Computer's Specs (if necessary):
EVGA (nVidia) nForce 790i ULTRA SLI
Intel Core 2 Quad Q6600
6Gb Corsair DDR 3 Memory
Radeon X1300 (Used to be a 9800GTX)
-Connects via PCI port, figured that was worth mentioning

EDIT: Also worth mentioning is that all of my games immediately crash because they don't think I have a display adapter at all.

It turns out this error is quite common. Windows is in VgaSave mode. The common solution is to reload your motherboard's drivers. Unfortunately, this did not work for me. What should I try now?
