Windows 8 VOB Files Missing Thumbnails in Windows 10 - Is This Normal?

Have thumbnails on all video and photos except vob files.
Always had thumbnails on vob files in windows 7?
Is this normal for windows 10?

Have you tried deleting the thumbnail cache?

Did you have a codec installed for VOB files in Windows 7? I don't think Windows supports VOB files therefore it can decode the video and display a thumbnail.

Yea, I deleted the cache but still no luck. They always showed in windows 7 but will not in windows 10, mp4,mpeg,wmv video files all have thumbnails except the vob video files. I have even renamed the vob files to mp4 but still will not show a thumbnail.
