Hi tanayyy welcome to the forum.
Windows even with all your user apps closed still uses memory for windows and it's services. Windows also dynamically allocates ram for various caches.
Your machine will release memory to be used by apps when needed. You have nothing to worry about.

My computer uses 1830 MB of ram just sitting there, out of 8 Gigs.
It seems like the more you have the more is uses.
When I had Windows 7 on my old computer which had 2 Gigs, it only used about a quarter of that.
