We noticed 1 new thing in Windows 10 20H1 preview.
that Location permission are granted to newly installed apps by default without consent if they require location permission.

is that new design in 20H1 or it a bug?

It's as it should be if the location services in privacy are enabled. So technically you've consented.

Agreed, you likely consented by accepting the EULA and Microsoft leans toward functionality rather than privacy.
