Hi there Guys.

New to the site so please be nice to me.

I have a Tablet running windows 7 and have seen some Desktop pc,s that have a Dock at the bottom of the desktop in the middle with icons in it and just wanted to know how can i get that on my desktop for my tablet please.

Are you refering to the old Windows XP Quickstart field ? where you can pull icons onto ?
Add the Quick Launch Bar to the Taskbar in Windows 7 - How-To Geek

Windows 7 has another way of doing the same without the Quickstart field.
Just rightclick the program you want to stick and select "Pin to Activity field".
