Windows 7 Windows 7 Maximum Memory Permitted

Running a Desktop and Laptop each with Windows Vista Home Premium32 bit. Plan to upgrade each to Windows 7 64 bit. Have been given two answers as to the maximum memory permitted in each system. One individual advised the max is 4 Gb in each which is determined by the motherboard. Dell Inspiron 1420 and Dell XPS 410. The other answer is Windows 7 64 bit will permit the use of more memory. Who is correct? What determines the max memory in a system? The operating system or the motherboard?

which says:

Starter: 8GB
Home Basic: 8GB
Home Premium: 16GB
Professional: 192GB
Enterprise: 192GB
Ultimate: 192GB

According to support.dell.com, the hardware limit on the Inspiron 1420 is 4GB (2 X 2GB). The XPS 410 is also limited to 4GB (4 X 1GB). I suppose that there's a chance that the XPS could take more, but it's not officially supported.
