It seems like you want to disable the Language Bar in Windows 7 when the User Account Control (UAC) activates. Here's how you can achieve that:

Method 1: Disable Language Bar in Control Panel

  1. Click on the Start button.
  2. Go to Control Panel.
  3. Click on Clock, Language, and Region.
  4. Click on Change keyboards or other input methods.
  5. Click on the Language Bar tab.
  6. Uncheck the option that says Show the Language bar.
  7. Click Apply and then OK.

Method 2: Disable Language Bar via Registry Editor

  8. Press Windows + R to open the Run dialog box.
  9. Type in regedit and press Enter to open the Registry Editor...
