Blue screen of death. Desktop will not reboot. Also cannot get into safe mode.
INACCESSIBLE_BOOT_DEVICE
Dell xps8500. Preloaded with windows 8. Problems started when i downloaded windows 8.1 from store.
Also cannot restore to previous settings anymore. There is one left and it doesn't work??

Not to be picky, I advised you to download a genuine windows iso from Microsoft but as you have a dell recovery disc then we might as well give it a go.
On a bootable system;

Not bootable;
Dell claims the recovery disc can keep your personal files… my personal experience having tried this three times for different clients is that the recovery disc will crash if you try to keep files but generally works when a straight factory reset is used.
I'm not a fan because this requires you to take the 'leap of faith' and will format your system… even if it doesn't work you can still download a Microsoft iso and try that instead but please do that BEFORE you format unless you have a different computer that can go to the net.

Good luck with it mate and thanks for letting us know.
p.s. Please invest in a backup image so next time doesn't turn into a major issue... I use Acronis true image or there are some free options. DON'T use the Microsoft backup software... it is total shit!
