Windows 7 Windows Explorer toolbar?

I cannot find the Windows Explorer conventional toolbar. I cannot find, for example, any way to get the DELETE button onto the existing "toolbar".

Under ORGANIZE, there is DELETE showing a red X symbol for DELETE. How do I get that & other actions on a toolbar?

Under organise - layout, have you seelcted "Menu bar"? If so, the normal path to delete will be under "Fle".
Other than that, I think that there is maybe no method of adding more items. An alternative would be to try a third party explorer??
