Can I change the shortcut Windows Key + E to another folder (Downloads) from Powertoys? How?

Solution
A easier solution may be to create a shortcut and add a different shortcut like so.
An image from 'Can I change the shortcut Windows Key + E to another folder (Downloads) from Powertoys?'. Properties window of explorer.exe shortcut targeting Downloads folder with Ctrl+Alt+E hotkey.
