I bought a Windows 7 Professional key (retail) for my laptop last year. This year I am building my first custom configured computer with a small budget, and I don't really want to spend $40-100 over my budget for a new license. I heard it is possible to reuse a Windows 7 Professional key on a new/different computer, is this true?

Short answer : No.
If you want to re-use the same key, you will have to UN-install win 7 pro from the first computer. Then and only then can you use the key for next computer.
