Windows 7 Drag and drop problem

I am trying to drag and drop files into programs and it wont let me. I tryed re installing W7 but it didnt fix the problem. I dont know what to do it worked fine on my old computer. Any suggestions?

If you right click on the Start Menu and select properties, Start Menu-Customize there is a check box for "enable context menus and dragging and dropping". It is normally set as default, but you might check that. If it is checked, uncheck it and then recheck.

If not that, possibly a mouse driver or setting?

that was already on and its not my mouse i have 2 and it dosent change anything
