I have been using Windows computers since version 3.1 and in every instance where it was available, I have had it automatically sync my time with the internet - currently time.nist.gov
I have also had it automatically adjust for Daylight Saving Time.
And finally, I have always checked the box Notify me when the clock changes.
The clock changed last night.
To this moment, I have never been notified that the clock has changed.
Why?

There was a daylight savings time zone change in Vancouver around this time. Now that I think of it, I'm pretty sure I never get notified of these changes either. They just happen.
