The only solution I have found is the Fix Me stick. It doesn't do anything to change your computer, but when plugged into a USB port it does enable a PC to boot when having BSOD bootup issues.

Or just get a usb stick and install winpe on it from another machine or even from another machine create a windows setup usb or dvd. I wouldn't personally waste money on a fix me stick as for one I don't trust them.
