Solution
In your screen shot I cans that the shell's transparency is not on. Is that a setting you did? If not it seems to be a video card issue as my video had an issue or 2 so I resorted to stable vista drivers for my gfx card. Everything seems peachy now.

Yeah I disabled transparency. This issue comes back after a restart, but switching to the old school themes and back fixes it.. Guess I just wont turn my laptop off
